I'm need a contest application with user-generated polls, and wonder if this can be easily customized so that

1) Any user (say user 1, not admin) can create a simple poll (define the responses and question) under a category from the front-end? (It can be under a content article, but there's no other text in the article - just a poll)

2) The correct answer is decided by the creator of the poll after the poll ends - this might often be after the contest ends (after a time period). The user is then notified of the answer.

3) Grant and track points to each user for every correct answer

-> How do i go about customizing this? Any pointers to the code sections would be appreciated.
